RAMPAGE CLASSIC TOURNAMENT RULES

 

RULES OF PLAY

  1. The rules of play shall be the LAWS OF THE GAME as published by FIFA with those modifications stated herein as approved by UYSA.
  2. Any rule not addressed shall be interpreted by the Tournament Rules Committee for the good of the game.
  3. There will be no protests.

ELIGIBILITY

  1. All properly registered teams in good standing and which comply with the Rules and By-laws of the USYSA, UYSA and US Club Soccer are eligible to compete in the Rampage Classic Soccer Tournament.
  2. Eligible players must be registered to a U8 through U18 boys or girls team.
  3. Eligible players are those players whose names appear on the team’s official roster.
  4. Players may play for only one team during the tournament (no double rostering).
  5. A team may have up to five (5) guest players for U13-U18 age groups.
  6. A team may have up to three (3) guest players for U8-U12 age groups.

CREDENTIALS AND CHECK IN

Check-in for teams will be on Wednesday, August 9, 2017 from 6:00 pm to 8:00 pm at the Weber State West Building in Roy. 5627 South 3500 West, Roy UT 84067

Teams must submit the following documents at check-in:

  1.  Six (6) copies of the team’s Affinity tournament roster. Two (2) copies will be kept at the tournament headquarters.
  2. Travel papers (if applicable).
  3. Guest player(s) paperwork (Specialty Player Action Form).
  4.  AYSO or out of State teams: One (1) copy of the official team roster. Travel papers and/or player cards.
  5. Rosters are frozen at team check-in and no amendments to the roster will be allowed after check-in. Any team playing an illegal or non-rostered player will forfeit that game and all games of the tournament.

    Failure to provide the needed paperwork for each player could prevent players from participating in the tournament.

SCHEDULE

  1. The tournament committee reserves the right to combine age groups if necessary to complete flights or to alter the advancement procedures should unforeseen circumstances arise.
  2. Each team is guaranteed at least three (3) matches (weather permitting).
  3. Kickoff will be at the time shown on the tournament schedule with a 10 minute grace period.  If a team is not checked in and ready to play within this time the match may be shortened or considered a forfeit.
  4. Games may be temporarily suspended, shortened, rescheduled or cancelled when fields are in unplayable conditions due to inclement weather or other unforeseen events.
  5. The immediate responsibility of game stoppage will rest with the Field Referee and/or Field Marshall.
  6.  Games will be considered complete if at least one full half has been completed and the score at the time play is stopped will be the final score.
  7. The decision of the game cancellation will be up to the Tournament Director and there will be no refunds for cancelled games.
  8. Contingency Plan A: All matches will be played as scheduled.  Plan B: Shorten all first round matches to (15) minute halves.  Plan C:  Plan B plus shorten all second round matches the same.  Plan D:  Plan C plus shorten all third round matches the same. Plan E: In the event the fields become totally unplayable or the weather becomes a hazardous condition, it may be necessary to decide some matches with FIFA penalty kicks.

ROSTER

Teams accepted to the Rampage Classic must have their complete rosters filled in and player’s pictures loaded in Affinity.  Rosters are frozen at team check-in and no amendments to the roster will be allowed after check-in. Any team playing an illegal or non-rostered player will forfeit that game and all games of the tournament.

Failure to provide the needed paperwork for each player could prevent players from participating in the tournament.

EQUIPMENT

  1. All players (except goalkeepers) must have a number on their uniform and duplicate numbers are permitted.
  2. Players shall wear shin guards in accordance with FIFA laws.
  3. No jewelry may be worn during a match. Allowances for medical alert bracelets and religious medals may be made by the Field Referee.
  4. Splints, casts, braces or other joint support devices must be approved by the Field Referee prior to the match.
  5. Players not in compliance will be CAUTIONED (yellow carded) and sent off the field until the requirement is met.

 HOME AND VISITING TEAM

  1. The first team listed on the schedule is the Home team.
  2. Home team should wear their darker colored jersey and visitors their lighter one. If the Field Referee determines there is a jersey color conflict, the Home team will change to a contrasting color.
  3. Home team will supply the 3 game balls.
  4. Fans will occupy the same side of the field as their team.

 TOURNAMENT SCORING – Team standings will be based on the following point system:

  1. 6 points for each win.
    0 points for each loss.
    3 points for each tie.1 point for every goal scored up to 3 goals.
  2. For a forfeited match, the winner will be credited with a 1-0 win and awarded 8 points (six for the win, one for the goal and one for the shut-out). A team abandoned by another team during a match will be awarded at least 8 points. The results of that match shall be based on the score at the time of the abandonment. No points will be awarded to the team abandoning the match.
  3. A match is considered official upon completion of one half of play regardless of the circumstances of termination during the second half with final results based on the score at termination.
  4. Final standings for each bracket will be determined by the total number of points accumulated at the end of play in the preliminary rounds.

SCORE REPORTING

The Tournament Director and/or Tournament Committee are responsible for reporting scores.  Referees turn in game cards to the Referee Assignor.  Official scores are kept at tournament headquarters.  An official team representative is required to sign and approve game cards after each match.

TIE BREAKING WITHIN A BRACKET – Ties in bracket standings will be broken by employing the following tie breakers. If more than two teams are involved in a tie, the first team to move ahead will be awarded the highest place, and tie breakers will be reapplied until all ties are broken.

  1. Head to head (if all teams played each other).
  2. Least goals allowed.
  3. Largest goal differential (max. of plus or minus 4 per match).
  4. Most goals scored (max. of 4 per match).
  5. Penalty kicks in accordance with FIFA rules (site and time determined by Tournament Committee).

TIE BREAKING IN KNOCK-OUT MATCHES

  1. If the score is tied at the conclusion of play in any Semi-Final or Final match, two 5 minute overtime periods shall be played.
  2.  If tied at the end of overtime, winners shall be determined by penalty kicks in accordance with FIFA rules.

PRE-MATCH CHECK IN

  1. All teams must complete an in-person check in prior to their first game.
  2. Each team must present their USYSA approved player passes to the Field Referee at each game played. USYSA approved player passes will be used to check in the team and will be kept by the Field Referee during the match.

INJURY

  1. Referees will be instructed not to add time to a match except under the most extenuating circumstances.
  2. All preliminary matches will be terminated not less than five (5) minutes prior to the scheduled start of the next match.

 SUBSTITUTIONS

  1. Unlimited substitutions will be allowed in all age groups with the Center Referee’s permission and only at the following times:
  • Prior to a throw-in by either team.
  • Prior to a goal kick by either team.
  • At half time.
  • After an injury on either team when then Center Referee stops play.
  • After a goal is scored by either team.
  • On a yellow card, cautioned player must leave field until next stoppage, only cautioned player may be substituted.

CONDUCT AND DISCIPLINE

  1. An ejected player and/or coach are ineligible for participation in the current game and the following tournament game. This includes the final matches.
  2. Red cards resulting from intentionally harmful or violent conduct may result in expulsion from further tournament play.  Violations will be reviewed by the Tournament Committee.
  3. A coach is responsible for the actions of his team supporters. Abuse from spectators or coaches will not be tolerated. Violations can result in forfeit of the game and/or expulsion from further tournament play.
  4. It is the Head coach’s responsibility to make sure both his/her side of the field is cleaned up after every match.
  5. Any coach, manager, or team non-medical official, who has been ejected (red carded) must remove himself no less than 100 yards from the play field within 5 minutes of notice of ejection, or the match will be forfeited to the opposing team.
  6. Any coach that withdraws his team from the playing field during a match will receive a red card and his team will forfeit the match.
  7. The use and/or consumption of any alcoholic beverages at any youth soccer match are expressly prohibited. Any player or team official who violates this prohibition shall be subject to disciplinary action and/or suspension. Violations will be reported to the Tournament Committee.
  8. No glass containers, use of illegal drugs or smoking will be allowed on or near the tournament fields. Any player or team official who violates this prohibition shall be subject to disciplinary action and/or suspension. Violations will be reported to the Tournament Committee.
  9. Passes of players or coaches sent off will be held by the tournament committee at the main tournament headquarters and may be picked up after the participants sit out has been served. Passes of participants who are sent off, but do not have the ability to serve their sit out, will be forwarded to the appropriate soccer governing body.

 EMERGENCY WEATHER PROCEDURES

  1. If weather is determined to be unsafe then the Field Marshall will alert referees by below signals:
    1. Fluorescent flag and a blown horn.
  2. Referees are also authorized to stop games due to dangerous weather conditions.
  3. See SCHEDULE for more information regarding game reschedule procedures due to weather.

DISPUTES

The Tournament Committee shall settle all disputes and their decision shall be final.  NO protests will be allowed.

AWARDS

  1. Each player participating in the Rampage Classic shall receive a t-shirt.
  2. At the conclusion of the final matches in each age group, First (1st) and Second (2nd) place teams will receive individual player awards.
  3. Awards will NOT be mailed to team failing to stay for presentations.
  4. Awards will be handed out at Tournament Headquarters.
